The Government recognises the unique commitment that Service families make to our country and remains sympathetic to the circumstances of those widows who remarried or cohabited before 1 April 2015. However, this is a complex policy area and it is taking time to carefully consider the potential options within both financial and legal constraints.
The Department is currently considering how to take this issue forward. This work is ongoing, and any recommendations will have to first be agreed with other Government Departments.

I strongly believe that apprenticeships are a superb option for people to earn and learn. In my Department, we have 154 apprentices, 149 of whom are levy funded. I have taken on a new
school leaver apprentice in my office every year since becoming an MP, which has been an excellent experience for them and for my team. Since the introduction of the apprenticeship levy, we have made changes to ensure that businesses can spend up to 25% of it in their supply chain, and I am delighted that the number of people starting higher-level apprenticeships has increased by over 40% since the 2016-17 academic year.

The Government have listened to concerns expressed across the House about the loan charge, and, as the House will know, an independent review is now in progress under the leadership of Sir Amyas Morse. While it is under way, it is right for the loan charge to remain in force and for the Government to implement legislation on which the House agreed. The review will conclude by mid-November, to let anyone who may be affected know, and to give people time to plan in advance of the January self-assessment filing deadline. To help taxpayers who may need longer to pay, Her Majesty’s Revenue and Customs has confirmed again that there is no maximum time limit for payment plans.
