That this House congratulates the 2nd Banbridge Beaver Scout Colony, based at Holy Trinity Church, Banbridge, on the celebration of its 55th anniversary; notes that the Colony was established in September 1970, making it one of the earliest Beaver Scout Colonies in Northern Ireland; recognises the vision and dedication of its founding leaders, Irene McMaster and Lauretta Harrison, and the commitment of the many volunteers who have nurtured generations of young people over the past five and a half decades; pays particular tribute to Edith McClimonds for her outstanding service since 1979, including as Beaver Scout Leader since 1988, and for the positive influence she has had on countless young people and their families; further recognises the invaluable contribution of the current leadership team, including Freda Graham, Carol Clarke, Anna Mathers, Emma McNiece, Ethan Topley and Jamie Clarke; acknowledges that the Colony has helped thousands of children develop confidence, resilience, teamwork and lifelong skills, with many former members going on to make significant contributions to their communities and professions; commends the organisers of the 55th anniversary exhibition celebrating the Colony’s rich history; recognises the enduring value of Scouting in shaping active citizens and strengthening communities; and wishes everyone associated with the 2nd Banbridge Beaver Scout Colony every success as it continues to inspire future generations.

We are concerned about reports of alleged Iranian information manipulation and interference both in the Middle East and beyond. The government has invested in our capacity to disrupt information networks targeting the UK and our international partners and will continue to do so. It is clear that artificial intelligence poses challenges, for example, by making it potentially quicker, easier, and cheaper for malign actors to conduct information operations. The UK believes that all people have the right to make their own informed decisions about if, whether, when and how to have children. As part of a range of assisted conception options, surrogacy may be an option, but it requires laws and regulations to protect the health, wellbeing and rights of the individuals involved. International commercial surrogacy arrangements can involve risks in some circumstances, especially where there are high rates of maternal mortality, such as in Nigeria, or weak regulatory frameworks. It should be noted that, through the UK's health programming, including the Lafiya programme, we are working with the Government of Nigeria to improve maternal and reproductive health care.

The way asylum, immigration enforcement, removals and foreign national offenders’ data is held is not specific to Northern Ireland. Immigration (including asylum) is a reserved matter. Whilst we have the ability to analyse data to drill down into specific geographical areas or locations, and have done so for supported asylum seekers, this is not the way that data is generally structured or recorded.
Obtaining the specific information requested in its entirety would involve collating and verifying information from multiple systems owned by various teams across the Home Office and, therefore, could only be obtained at disproportionate cost.

Neither Universal Credit nor new style Jobseeker’s allowance treats surrogacy payments as income. If differences occur, it is because these benefits operate under different legislative frameworks. For example, new style Jobseeker’s Allowance is a contribution-based benefit, and is therefore not means-tested, except in relation to earnings and occupational pension income, and as surrogacy payments are not classed as earnings, they do not fall to be taken into account. Universal Credit, on the other hand, is means-tested, which means it would follow HMRC’s tax treatment of such payments and consider each case on its facts, and any unspent amounts may be treated as capital under the usual rules.

The Home Office receives KPI performance data for AASC in Northern Ireland. This is sent in monthly by the provider for analysis as well as other data the Home Office acquires from other sources such as the AIRE data, property inspections, customer feedback etc. This data is commercially sensitive and would not be shared.
AIRE is a national contract and performance data covers the whole contract and is not analysed regionally. As with the AASC contracts, AIRE performance data is received monthly for analysis.

The only sustainable way to cut energy bills is to reduce the UK’s exposure to volatile fossil fuel markets. Clean Power by 2030 will help do that. In the nearer term, through the British Industry Supercharger (BIS), we are reducing electricity costs for energy‑intensive industries. Since April 2026, the discount on electricity network charges for these firms has increased from 60% to 90%.
The British Industrial Competitiveness Scheme (BICS) will also reduce electricity costs by up to £40/MWh for over 10,000 businesses across the Industrial Strategy’s growth sectors and key manufacturing supply chains.

The management and operational delivery of prisons in Northern Ireland is a devolved matter and the responsibility of the Northern Ireland Prison Service.
The specific information you have requested regarding the foreign national prison population is not available from published Home Office statistics.
However, all foreign nationals who receive a prison sentence in the UK are referred for deportation consideration at the earliest opportunity by the respective prison service, irrespective of their immigration status. There has been an increase in the return of foreign national offenders (FNOs) by 36%, with almost 10,000 FNOs being returned since this Government came to power.
