Sir George Young: The cash limit for class V vote 2-- administration and transport services--will be reduced by £11,000,000 from
£154,645,000 to £143,645,000 and the cash limit for class V vote 4--Driver and Vehicle Licensing Agency--will be reduced by
£2,000,000 from £180,451,000 to £178,451,000.
The reductions in these cash limits arise from the need to offset payments accounted for on class V votes 1, 3 and 5 for
trans-European network infrastructure projects in the UK.

Dr. Goodson-Wickes: To ask the Secretary of State for Health what assessment he has made of the correlation between the numbers of
students entering medical schools and the shortfall of doctors in the NHS. [19186]
Mr. Malone: The Government are advised by the Medical Workforce Standing Advisory Committee-- MWSAC--on the balance between future
supply and demand for doctors. In 1995 we accepted the MWSAC recommendation for an increase of the target medical school intake by
500 to 4970 by the year 2000; and funds are being provided for this through the higher education funding councils.
MWSAC is now working towards its third report and has taken evidence from a number of interested parties. It will make
recommendations based on the evidence and analysis.

Mrs. Gillan: The special educational needs code of practice offers guidance on the assessment of a dyslexic child. The Department
supports training for teachers of dyslexic pupils through the grant for education support and training programme and is consulting
over the national curriculum for initial teacher training, which has a particular focus on literacy.

Miss Widdecombe: We have no plans to privatise the prison health care service. We are committed to pursuing a policy where health
care for prisoners will be purchased from the national health service or the private sector, rather than be provided directly, where
this makes sense in terms of a better level of service and better value for money.

Dr. Goodson-Wickes: To ask the Chancellor of the Duchy of Lancaster what progress has been made in the revision of the code of
practice on access to Government information. [11012]
Mr. Freeman: The revised "Code of Practice on Access to Government Information" and its associated "Guidance on Interpretation",
have today been published. The changes made to both documents include a number which result from recommendations made in recent
reports by the Public Service Committee and the Select Committee on the Parliamentary Commissioner for Administration. I am grateful
to both Committees for their helpful contributions and believe that the revised code and guidance are improved as a result.
I have also today published the revised "Departmental Evidence and Response to Select Committees" which now includes the "Code of
Practice on Access to Government Information" as the clear, recognised minimum standard for providing information to Parliament in
evidence given to Select Committees.
In so far as the requirements of these documents differ from those in their earlier versions, Government Departments have been asked
to ensure implementation from 1 February. These revised documents represent a further development of this Government's policy of
openness.
I am placing copies of all three documents in the Library of the House. In addition, I have already recently placed in the Library
draft versions of all these documents which highlight the changes between the original and revised documents.

(Management Functions) Act 1992; to whom those delegations were made; and what were the main conditions that were attached to them.

Mr. Freeman: Since the last report to Parliament, Official Report, 11 January 1996, columns 285-86, Ministers and statutory office
holders in charge of Departments{1} have been given delegated authority--from 1 April 1996--under the Civil Service (Management
Functions) Act 1992 to: (a) prescribe the qualifications (so far as they related to age, knowledge, ability, professional
attainment, aptitude and potential) for the appointment of home civil servants (with the exception of the Fast Stream Development
Programme) in their respective departments; and (b) determine in respect of home civil servants in their respective departments the
number and grading of posts outside the Senior Civil Service and the terms and conditions of employment in so far as they relate to
the following: i. classification of staff, with the exception of the Senior Civil Service; ii. remuneration and allowances, with the
exception of the Senior Civil Service; iii. allowances for the Senior Civil Service in respect of service overseas; iv. expenses; v.
holidays, hours of work and attendance; vi. part-time and other working arrangements; vii. performance and promotion; viii.
retirement age and redundancy; ix. re-deployment of staff within and between departments.
In some cases, for staff appointed by statutory office holders, the Minister for the Civil Service was statutorily required to give
consent to terms and conditions of service. For such staff, delegation has been effected by waiving that requirement, subject to the
conditions attached to delegation.
The delegation was subject to the condition that recipients comply with the provisions of the civil service management code as
amended from time to time. Copies of the civil service management code are available in the Libraries of both Houses. All previous
delegations and authorisations made under the Civil Service (Management Functions) Act 1992 were revoked with effect from 1 April
1996.
Similar authorisations were also made to the Health and Safety Executive and the Advisory, Conciliation and Advisory Service (other
than in respect of qualifications for the appointment of staff where they already had such powers). These came into effect on 1 June
and 11 June 1996 respectively and were also subject to the condition that they comply with the provisions of the civil service
management code as amended from time to time. These authorisations replaced all previous authorisations made to HSE and ACAS under
the Civil Service (Management Functions) Act 1992, which were revoked with effect from 1 June and 11 June respectively. {1} The

Mr. Malone: The information available relates to the number of vacancies for these specialities. These are shown in the table.
However, data on vacant posts are difficult to interpret. The census is a snap shot of 30 September each year. Some vacancies will
be wholly or partly filled by locums. For others, national health service trusts may find alternative ways to provide the service
rather than re-advertising. The numbers give no indication of how long the post has been empty; some of these will be in the process
of being filled.

Dr. Goodson-Wickes: To ask the Secretary of State for Health what statistics he collates on the number of doctors leaving the
profession within five years of qualification. [10447]
Mr. Malone: Evidence of doctors leaving the profession is available from studies published in 1991 by Professor James Parkhouse.
This gives the results of surveys of doctors who qualified in 1974, 1977, 1980 and 1983.
The Department has commissioned further cohort studies of doctors' careers by the Medical Careers Research Group at the Oxford unit
of health-care epidemiology. These will examine career patterns of doctors who qualified in 1988, 1993 and 1996. The studies, which
collect data via questionnaires, will continue to look at wastage from the medical profession and the reasons why doctors leave the
NHS.

Dr. Goodson-Wickes: To ask the Secretary of State for Education and Employment what special provision she has made with respect to
teaching pupils with dyslexia. [7081]
Mrs. Gillan: The Code of practice on the identification and assessment of special educational needs emphasises the need for early
identification of learning difficulties such as dyslexia, and sets out guidance to LEAs and schools on the assessment of a dyslexic
child. In 1995- 96 almost £1 million of expenditure under the grants for education support and training programme supported training
for teachers of dyslexic pupils. The Department is supporting research into assessment and teaching strategies for dyslexia with
grants of more than £200,000 over the period 1992-1998. The Government propose that there should be a particular focus on literacy
in the new national curriculum for initial teacher training; the Teacher Training Agency will be consulting on this in the new year,
when comments from organisations representing dyslexia will be welcome.
