That this House recalls the continued interest of hon. Members on all sides of the House in this and previous Parliaments in the neglect and dereliction of Varosha, the sealed-off section of Famagusta; notes the more recent interest of the European Parliament in this situation through a visit to the area by its Petitions Committee which concluded among other things that with the return of Varosha to its original and lawful inhabitants it could become a laboratory of development and a symbol of the future of Cyprus; concurs with this judgement; believes also that the project of reconstructing and regenerating Varosha would deliver an unparalleled stimulus to the economy in the north as well as in the south of Cyprus; further believes that this would build the confidence which would underpin the successful future of a reunited Cyprus; and calls on the Government through all means available to it to promote and support such an initiative.

That this House notes the recent discovery of a mass grave in Lapithos containing remains identified as those of Fivos Christofi from Aglantzia, Kostas Kapsokaritis from Tseri and Michalakis Anastasiou from Famagusta, who will be remembered at the forthcoming Annual General Meeting of the Organisation of Relatives of Missing Cypriots (UK); welcomes all such discoveries which are being made by exhumation teams of both sides of the buffer zone in Cyprus; recognises the generosity of those countries, agencies and individuals who have donated finance, technical support and forensic expertise to locating, exhuming and identifying the remains of those missing since the invasion of Cyprus in 1974; is conscious however that to date no more than 10 per cent. of the missing have been located; recalls the judgment of the European Court of Human Rights (ECHR) that Turkey is in violation of articles 2, 3 and 5 of the European Convention on Human Rights through its failure to collect, record and disclose information about those known and seen to be alive after their capture in 1974; sympathises with the missing persons' relatives who in the words of this judgment must have suffered most painful uncertainty and anxiety and whose mental anguish has not vanished with the passing of time; and calls on the Government to exert all possible influence on Turkey to comply with the ECHR judgment and to assist and co-operate in tracing and identifying the remains of the missing, thus permitting relatives to have closure to their grief and bereavement.

That this House warmly welcomes the attendance of the President of Cyprus, Demetrios Christofias on Wednesday 25 November 2009 at 6pm to open the photographic exhibition in the Upper Waiting Hall in the House of Commons based on the new books of portraits, Faces of Cyprus, by the distinguished British - Cypriot photographer Doros Partasides; notes with admiration how in the book Mr Partasides has brought together for the first time his vast body of work which spans 40 years of taking thousands of pictures of Cyprus and Cypriots; admires the way in which the exhibition and the book serve as a powerful cultural and historical document which beautifully evokes the variety, riches and personality of the island and its people; sees this as a powerful reminder of the need to support President Christofias in his negotiations to reunite Cyprus and the Cypriot people; and urges Turkey to play its proper role in facilitating these negotiations.

That this House notes the judgement of the European Court of Justice that a judgement of a District Court in the Republic of Cyprus ordering the British occupiers of a property in the occupied north area of Cyprus to vacate the property and to pay various monetary amounts in compensation to the Greek Cypriot owner of the land is enforceable in all countries of the EU; expects the judgement to be enforced in the UK; welcomes this clarification of property rights in Cyprus; and calls on the Foreign and Commonwealth Office to amend its website accordingly to clarify the legal liabilities which may be incurred by British citizens who buy or build on land in the occupied north of Cyprus to which the legal title belongs to absent Greek Cypriot refugees.

That this House welcomes the Archer Report into the use of contaminated blood and blood products in the NHS; notes that the process of pathogen inactivation kills blood borne pathogens such as HIV-1/2, hepatitis B and hepatitis C, and in addition inactivates a range of new and emerging pathogens for which there are currently no blood screening tests and which are currently the cause of serious concern to public health authorities, including avian flu virus, H5N1, west Nile virus, SARS, chikungunya, dengue and influenza virus, H1N1; expresses concern at the extended length of the review of the safety of blood, tissues and organs; and therefore calls on the Government without further delay to adopt pathogen inactivation for all blood products in both civil and military use.
