That this House believes that the Retail Price Index (RPI) remains the most accurate measure of the rise in the cost of living faced by UK workers; notes that over many decades the majority of pay bargaining in the UK has traditionally taken the RPI as its main reference point but that the Johnson Review poses a major threat to the continued publication of the RPI; further believes that given the alternative Consumer Prices Index (CPI) and CPIH measures run around one per cent lower than the RPI, this would deal further blows to the pay packets of workers who have been experiencing years of deep declines in the value of their wages; further notes that a rigorous study of inflation by Dr Mark Courtney which sets out why the coverage of the RPI is most relevant to the costs faced by workers; and further believes that the importance of accurate measurement is central to recent proposals calling for the introduction of an independent Living Standards Index to measure the success of Government in dealing with the cost of living.

What recent assessment he has made of the safety of passengers in the offshore oil and gas helicopter transport system.
The Civil Aviation Authority published its review of offshore helicopter safety on 20 February this year. The United Kingdom has a good helicopter safety record, and there is no evidence to suggest that travelling to oil and gas installations by helicopter is any less safe than travelling by any other helicopter operated in the UK. However—like the hon. Gentleman, I am sure—I am pleased that the CAA review has proposed a number of recommendations for further examination of the overall safety for passengers in the offshore oil and gas helicopter transport system. I note that the oil and gas industry has accepted the recommendations. It is working closely with the CAA to implement them and introduce safety improvement measures, and the Department is carefully monitoring the effectiveness of the CAA and the industry in doing so.

The Government notes the judgment in which the Supreme Court upheld an individual’s right to rescind a contract of sale and a related credit agreement. The Government believes that existing consumer credit law adequately protects individuals in this regard.

The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), has discussed the Transatlantic Trade and Investment Partnership with Secretary Kerry and both are keen supporters of this Free Trade Agreement, worth up to £l0 billion to the UK economy. They have not covered Cuba in these discussions.

The Piper Alpha inquiry concluded in 1990. The Department has checked internal records and with The National Archives, but we have been unable to locate any documents relating to the cost of the inquiry.

[holding answer 7 February 2013]: The first child trust funds (CTF) will not mature until 2020 when the oldest account holders become 18 years old. In good time before then, the Government will consider options to ensure that CTF account holders are not disadvantaged in comparison with Junior ISA holders on account maturity.
In the interim, children with child trust fund accounts may wish to use the Money Advice Service (MAS) to help gain an understanding of financial systems and the range of saving options available. MAS offers free and impartial information and advice on money matters and is readily available online, face-to-face, or by telephone.

The Government Construction Strategy One Year On Report confirms that the Government Construction Standards (incorporating the Common Minimum Standards) were refreshed in autumn 2011. We are currently reviewing the Government Construction Standards and the work is on track for consideration at the Government Construction Board's December meeting. Publication will follow in due course.

The announcement I made on 10 July related to the outcomes of the Remploy consultation and commercial processes and not any wind up of the company. In relation to the 27 sites for closure, the clauses and requirements as contained within Remploy's memorandum and articles of association that apply to this process, will be considered when planning the most appropriate way of closing those sites.
That this House calls on the Government to step in and save the Coryton refinery in Essex, an important national infrastructure asset; notes that the facility is profitable, one of the most environmentally friendly oil refineries in Europe and worth in excess of 50 million per annum to the local economy; further notes that closure of this facility will have a devastating impact on the people of Essex and risks the country being further dependent on foreign fuel imports; and concludes that financial support in the short-term would be a prudent decision that would make a return for the taxpayer and support Britain's long-term goal of energy security.
