As we approach recess, I am sure that Members from all parties wish to thank the staff of the House for their dedication to our work here in what has been a particularly challenging year. We saw terrorists attack our democracy and our way of life—not just in the Westminster attack, but in the attacks at Manchester, Finsbury Park and London Bridge. It is thanks to the professionalism and bravery of people such as Elizabeth Bryan, an off-duty A&E nurse from Cambridgeshire who ran to help at the scene of the Borough Market attack and who is with us in the Gallery today—[Hon. Members: “Hear, hear]—that these attacks will never succeed. We are united in defending the values that define our nation.
This morning I had meetings with ministerial colleagues and others, and in addition to my duties in this House, I shall have further such meetings later today.

Recent figures from the peer-to-peer finance association show that their members had 225,000 loans outstanding in the third quarter of 2015 and that over half of these by value were to businesses. That is a 108,000 increase on the previous year. Other sources such as crowdfunding are growing equally fast, and lending to smaller businesses from the banks has been recovering strongly. 80% of loan and overdraft applications to SMEs were successful in the 18 months to Q3 2015 , up from 68% in Q4 2013 (SME Finance Monitor)

According to the latest SME Finance Monitor survey, net lending to smaller businesses has recovered substantially since 2014 and businesses are increasingly finding that banks are more willing to lend. In relation to Government assistance, we have provided finance help to small businesses—for example, through 32,800 start-up loans worth £176 million. Turning to the self-employed, Julie Deane, the founder of the Cambridge Satchel Company, is currently carrying out an independent review of self-employment, and I am sure we will welcome her recommendations. We of course need to do more to make sure that everybody knows about the brilliance of the financial tech sector.

What steps he is taking to help households with their energy bills.
Energy bills remain a worry for many, so we have three main ways of helping households: giving direct financial help, promoting competition and enabling energy efficiency. Our financial help includes the £2.15-billion winter fuel allowance for pensioners, and more than £31 million will be spent this winter on providing assistance to more than 2 million low-income and vulnerable households. Although there remains room for improvement, energy markets are more competitive than they were in 2010, enabling many people to save around £300 a year by switching supplier. Our energy efficiency policies, which provide permanent cuts to bills, have improved the energy efficiency of more than 1 million homes, enabling us to meet our target earlier than expected.
