Measures Laboratory for 1997-98. [21660]
Mr. Lang: I have set the National Weights and Measures Laboratory the following targets for 1997-98:
to ensure that external fee-earning activities remain self-financing;
to meet the net vote target;
to continue work to reduce the real cost of a programme hour by 4 per cent. over the period 1997-2000;
to complete 85 per cent. of European type approvals within 10 weeks;
to complete 95 per cent. of all calibration jobs--including preparation of certificates--within 18 working days of acceptance of the
work; and
to meet 60 per cent. of the milestones included in the work programme agreed with my Department's Consumer Affairs and Competition
Policy Directorate.
In addition, I expect the chief executive of NWML to reply within 10 days to all letters from Members of Parliament delegated to him
for reply.

Mr. Lang: I have set Companies House the following targets for 1997-98:
to make 95 per cent. of statutory documents available for public inspection within a maximum of five working days of receipt in
Companies House;
to achieve, on average, a monthly compliance rate for accounts submitted of 95 per cent.;
to ensure that a minimum of 93 per cent. of fiche provided to customers are error free;
to ensure that there is a minimum of 97 per cent. error free work in current processing;
to answer 90 per cent. of incoming telephone calls within 20 seconds;
to reduce the real unit costs of registration activity by 3 per cent. compared to the outturn in 1996-97; and
to achieve, taking one year with another, a 6 per cent. average annual rate of return based on the operating surplus expressed as a
percentage of average net assets.
In addition, I expect the chief executive of the agency to continue to reply within 10 working days to all letters from Members of
Parliament delegated to him for reply.

Mr. Arnold: To ask the Secretary of State for Social Security what estimate he has made of the impact on the public finances of
basic pension plus; and if he will make a statement. [21475]
Mr. Heald: Under basic pension plus, the value of the new rebates, less the impact of the proposed tax changes, will grow by a net
average amount of about £160 million a year, reaching a peak of about £7 billion or 1/2 per cent. of GDP around 2040--substantially
less than the net costs of rebates from SERPS, which peaked at almost 1 1/2 per cent. of GDP.
The starting cost of the new scheme will depend on the precise age limit chosen. Expenditure on state pensions will fall rapidly
after 2040 and savings in public expenditure will build up reaching some £40 billion a year.

Mr. Heald: The average annual increase in the ordinary industrial share index in real terms from 1950 to 1995 was 7.7 per cent.
Assuming that rate on investment growth, it is estimated that a person on average earnings paying in the minimum contributions over
a working lifetime would accumulate a fund worth £320,000 by retirement, paying a pension of £435 a week. Source:

Mr. Heald: Based on the Government Actuary's prudent assumptions for real investment returns of +4.25 per cent. per annum, it is
estimated that people on average earnings for most of their working lives should accumulate a pension fund of some £130,000,
equivalent to a pension of £175 a week in today's prices. In practice, funds could do much better than this; over the past 45 years
or so, investments in equities have enjoyed returns averaging 7.7 per cent. a year, in real terms.

Mr. Jacques Arnold: To ask the Secretary of State for Education and Employment what targets Remploy has been set in its 1997-98
annual performance agreement. [21390]
Mr. Paice: My noble friend the Minister of State has written to the chairman of Remploy approving the 1997-98 annual performance
agreement between the Department and the company. This agreement covers the year from 1 April 1997. It has been negotiated by the
chief executive of the Employment Service on behalf of my right hon. Friend the Secretary of State for Education and Employment. The
targets are:
the average number of disabled people employed by Remploy Ltd. will be at least 9,800;
the average number of disabled people employed under the Interwork scheme will be at least 3,000;
at least 200 disabled employees will move from Remploy factories to Interwork, having been employed there for at least one year, or
from Interwork or factories to open employment;
Remploy Ltd. will keep within a total unit cost target (operating deficit per disabled worker) of £10,000;
the unit of cost of Interwork should be no more than £4,400;
Remploy Ltd. will keep within an operating deficit of £99 million (including reorganisation costs).

Mr. Bowis: I am pleased to announced that the ELRC revocation order has now been made and is being prepared for publication on 26
March.
The ELRC orders have remained in place while alternatives for crossing the Thames between Beckton and Thamesmead were being
considered in order that businesses and residents directly affected by the scheme could continue to benefit from the statutory
compensation which accompanied the orders.

Mr. Jacques Arnold: To ask the Secretary of State for Transport if he will make a statement on the future provision of marine aids
to navigation by the general lighthouse authorities. [21125]
Mr. Bowis: The general lighthouse authorities carried out a consultation exercise during 1996 to determine user views on the future
provision of marine aids to navigation. The major proposals, which were supported by respondents, were that the UK should provide a
differential global positioning system, adopt the Loran C system as provided by the north-west Europe Loran C system agreement and
discontinue the Decca navigator system and the radiobeacon service as soon as was reasonable. The GLAs proposed to maintain
traditional aids to navigation, subject to regular reviews.
We welcome the GLAs' proposals and accept the need to establish a civil marine navigation plan as a sound basis for planning the
future provision of aids to navigation into the next century.
We support the broad thrust of the proposals which are in line with developments in the international maritime community and will
assist the transition to a civil global navigation satellite system. The balance of opinion following the consultation exercise
supports the provision by the GLAs of DGPS for marine users based on the global positioning system at a relatively small cost to the
general lighthouse fund. The system offers improved navigational accuracy while maintaining the system integrity of GPS, as well as
the prospective benefits of providing future interface with electronic charting, integrated bridge system vessel traffic services
and transponder systems.
The UK is interested in adopting the NEL system to replace the Decca navigator system as the terrestrial back-up to GPS. We cannot
commit the UK to NELS until its future has been placed beyond doubt. In the meantime users should be aware that the GLAs are
unlikely to operate the Decca navigator system beyond the year 2000.
The GLAs' proposals can be implemented within the income provided by the reduced level of light dues that we announced on March 6.
They will save an estimated £32 million over the next 20 years while offering the prospect of improved accuracy to the navigator.
Further reductions in user costs after the year 2000 are expected from the GLAs' on-going reviews of traditional aids to navigation
which will be carried out in consultation with users.

Sir Patrick Mayhew: I have today arranged for the fourth annual report of the independent assessor of military complaints procedures
in Northern Ireland to be laid before each House of Parliament. I note that the assessor has commented that the complaints
procedures and their operation are being given proper attention by the Army and that he is not aware of any public misgivings in
this area during 1996. The report provides welcome reassurance to the Government and to the public that the Army's complaints
procedures withstand scrutiny. The number of formal non-criminal complaints registered in 1996 remains low despite the increase in
Army patrolling made necessary as a result of the renewed terrorist campaign.

Mr. Jacques Arnold: To ask the President of the Board of Trade when oil and gas companies will have a further opportunity to apply
for onshore petroleum licences. [19701]
Mr. Page: I am pleased to announce that an eighth landward licensing round will open shortly for licences to explore onshore areas
of the United Kingdom for oil and gas reserves. This round follows the award of licences in March last year under the seventh round.
It is being launched now in response to demand from companies for new licences to meet a growing interest in using methane venting
from disused coal mines, as well as to explore for conventional oil and natural gas resources.
A formal notice inviting applications for petroleum exploration and development licences under the Petroleum (Production) (Landward
Areas) Regulations 1995 will appear in due course in the Official Journal of the European Communities. This will set the closing
date for receipt of applications as 90 days after the notice is published. Licence awards will be announced as soon as possible
after all applications have been thoroughly assessed.
The notice will invite applications for all unlicensed acreage above the high water mark. Any exploration and development activity
under a licence would need planning permission from the local planning authority in the usual way.
Areas below the high water mark are not included in the eighth round invitation, but may be offered in future when those which
include, or are close to, sites designated as European sites have been subject to environmental assessment in accordance with the
Conservation (Natural Habitats and etc) Regulations 1994.
