There is a variety of opportunities for young people to learn about bone marrow donation within the curriculum through PSHE, citizenship and science. In science, young people explore how health is affected by diet, drugs, disease and medical treatments and they are also given opportunities to use real life examples when finding out about science. Through PSHE and citizenship, young people are encouraged to make real choices and decisions and take informed action.The Department is working closely with NHS Blood and Transplant (NHSBT) to improve the accessibility and emphasise the curriculum opportunities on their 'Give and Let Live' website. The site will be re-launched in September 2008, and includes facts and information on bone marrow donation. The Secretary of State for Health and Secretary of State for Children, Schools and Families will write jointly to schools and colleges in September, highlighting how donation can be taught within the curriculum and referring to the revised Give and Let Live resource.

In addition to those visits I announced to the House on 7 March on behalf of the Prime Minister, I recently visited the Czech Republic and Malta to discuss with their leaderships the issue of climate change and other European matters. I held a number of bilateral meetings with the Prime Ministers and deputy Prime Ministers of both countries, and with the President of Malta. I addressed and debated the issue with an audience of politicians, some of them Cabinet members, academics and senior industry figures. I also gave a speech at the British Council’s youth forum seminar on climate change.

The Government are committed to encouraging greater use of family mediation. We have established the Family Mediation Helpline and supporting website, sponsored a public awareness campaign, are facilitating judicial awareness seminars and supporting in-court referral schemes.Provisions of the Children and Adoption Act 2006 will enable the court to direct parties in child contact disputes to attend a meeting about mediation. Referrals will also be encouraged through changes to court rules and court forms, particularly in relation to disputes over children.

There have been positive developments on the peace process in recent months. Both parties are committed to negotiations and met bilaterally on 23 December and together with Secretary Rice yesterday. The ceasefire in Gaza between the parties is also still holding. But, there is much work to do to build confidence between the parties to reach substantive negotiations. We, along with the Quartet and international partners, will do all we can to help achieve this. We also welcome Saudi Arabia’s efforts to broker a National Unity Government through negotiations with Hamas and Fatah.

All the recommendations set out in the report have been accepted. In addition, the Government will extend the number of sexual assault referral centres from 15 to 30 by the end of 2008. We are also funding a pilot of independent sexual violence advisers to help victims through the trial process, with the aim of securing justice for victims.

Before listing my engagements, I am sure that the whole House will wish to join me in sending our condolences and sympathy to the family and friends of Second Lieutenant Jonathan Carlos Bracho-Cooke of the 2nd Battalion The Duke of Lancaster’s Regiment, who was killed in Iraq on Monday. He was a talented officer, and the whole House should be very proud of him and grateful for the difficult and dangerous job that he and others are doing on behalf of the country.
This morning I had meetings with ministerial colleagues and others, and in addition to my duties in the House I will have further such meetings later today.

We are providing an additional £5 million between 2003 and 2008 to support this important sector that contributes to the viability of rural economies. Buying food and drink locally and in season is also likely to mean that less energy has been used in its production. Buying food that has travelled less can also be a positive choice in helping to reduce transport emissions. More than 4,000 producers have already benefited from this support, which is delivered by Food from Britain.

Under phase 1 of the EU emissions trading scheme, the UK is set to reduce carbon dioxide emissions by 65 million tonnes. Our proposals for phase 2 should deliver extra savings of 29.3 million tonnes a year. All EU member states are required to set emission caps that take account of their Kyoto commitments.

The Government are working with partners to improve skills levels across manufacturing. My right hon. Friend the Prime Minister recently announced approval of the new national skills academy for manufacturing, thus fulfilling yet another manifesto commitment. The academy will develop a genuinely employer-driven training opportunity, with training and education programmes that will set national standards for delivery, helping employers to raise skill levels and meet the demands of global competition.

Nowhere is personalisation of public services more important than in addressing the needs of the most socially excluded. The Government are stepping up efforts to personalise services for the most excluded in the form of individual budgets, budget-holding lead professionals, and health-led parenting support projects. These initiatives will provide more tailored support, empower the service user, and better enable coordination of services.

Despite the fact that the Northern Ireland economy is supporting its highest ever number of jobs and has below-average unemployment, it is still one of the worst economic inactivity hotspots in the UK. In Northern Ireland, a person of working age is 74 per cent. more likely to be receiving incapacity benefit than a working-age person in England. Therefore, we are implementing the pathways to work programme for people who receive incapacity benefit and have increased funding over the baseline by an additional £3.7 million over the next two years from the new skills and science fund to achieve that.

The Clean Neighbourhoods and Environment Act 2005 has given local authorities and others important new tools to improve the quality of people’s local environment. Other measures will ensure that the quality of air and water—already better than at any time since the industrial revolution—will continue to improve.

We have made good progress. 863 children’s centres are now operational. We are on track to deliver 2,500 centres by 2008. Over 1,500 schools are offering access to a core menu of extended services, and we are on track to have 2,500 extended schools in place by this September. From April this year £115 million has been available in support of our ‘Youth Matters’ reforms to radically improve opportunities and support for young people.

There has been guidance since 2004 when ‘Every child matters: change for children’ was published along with a joint DH/DfES publication on supporting local delivery. The White Paper ‘Our health our care, our say’ (January 2006) set out expectations for joint working between PCTs, GPs and children's trusts, including commissioning of services, local area agreements, delivery through multi-disciplinary networks and teams, performance assessment and alignment of planning and finance cycles for PCTs and local authorities. Guidance for practitioners and managers is also kept up to date.Communications with local authorities are coordinated through a communications gateway which significantly contributes to the coherence of communications to local authorities.

There is a higher proportion of lone parents in work than ever before, but, of course, we want to go further still. Our welfare reform Green Paper builds on the highly successful new deal for lone parents. It sets out proposals for more regular work-focused interviews and the piloting of incentives for those with older children to prepare for a return to work.
