In addition the Office of National Statistics also publishes further information that you can access from its website: http:// www.statistics.gov.uk Since its establishment in 2001 Defra has put in place a comprehensive programme of action on issues including sustainable development, climate change and energy, sustainable consumption and production, natural resource protection, sustainable rural communities, and a sustainable farming and food sector. I am confident that the Burnley constituency will have benefited from these but it is not possible to systematically quantify those benefits to a constituency level. The difficulties of such geographical analyses are set out by the Office of National Statistics at the following address: http://www.statistics.gov.uk/ geography/default.asp. The following information may help provide a "word picture" of the way Defra's work benefits Burnley. Through our national strategy for waste we are committed to delivering a step change to more sustainable waste management, including tough national targets to recycle or compost 17 per cent. of household waste by 2003-04 and 25 per cent. by 2005-06. Since 2001, Defra has established a number of funding mechanisms to help local authorities achieve their targets. As a result of allocations from these funds the residents of Burnley should reap the benefits over the next few years. Since 2001 a total of £1,131,245 has been awarded to the borough to expand kerbside recycling schemes. In March 2005 1 announced that Lancashire has been selected as the rural pathfinder in the North West--one of eight rural pathfinders in different regions of England. The pathfinder initiative is a key part of Rural Strategy and reflects the Government's commitment to devolve decision-making and resources to the local level. The Lancashire rural pathfinder will ensure greater co-ordination of rural delivery programmes testing new and innovative methods to bring about improvements in the delivery of services to rural communities and businesses. In terms of specific payments we have been able to isolate expenditure under the common agricultural policy and a list of payments by constituency is available in the Library of the House following the answer I gave to the hon. Member for Knowsley North and Sefton East (Mr. Howarth) on 4 April 2005, Official Report, columns 1149-50W. It is noted in these figures that payments to customers are reported on the basis of requested business address which may differ from the location of farming activity. Common Agricultural Policy Payments to farm-based schemes in the Burnley constituency for the 2004 European Agricultural Guidance and Guarantee Fund (EAGGF) accounting year which ran from 16 October 2003 to 15 October 2004 amount to £780,824.36. The schemes included are the Arable Area Payment, Beef Special Premium, Suckler Cow Premium, Extensification Premium, Slaughter Premium, Sheep Annual Premium, Over Thirty Months Slaughter, England Rural Development Programme and Structural Funds (which are monies made available by EAGGF to contribute to the economic development of disadvantaged regions within Europe).

Mr. Pike: To ask the Solicitor-General if she will set out, with statistical information relating as directly as possible to the Burnley constituency, the effects on Burnley of her Department's policies and actions since 2 May 1997. [214701] The Solicitor-General: Since 1997 the Government has embarked on a programme of reform in the criminal justice system to deliver justice for all by convicting and punishing the guilty and helping them to stop offending, while protecting the innocent. Statistics are not maintained at a constituency level but I can provide information on Lancashire as a whole. The introduction of the statutory charging scheme in June 2004 has already brought benefits in reducing the number of cases which fall out of the system after charge. The figures have fallen from 23.4 per cent. in 2002-03 to 17.2 per cent. in 2004-05 to date. Three new witness care units have been established in Lancashire, one of which is situated in Burnley. These units are already making a contribution towards the reduction in the percentage of ineffective trials, particularly in the Crown court. Lancashire has one of 14 specialist antisocial behaviour prosecutors in the country. The CPS work closely with other agencies to address antisocial behaviour and 37 orders on conviction were granted in Lancashire between November 2004 and February 2005. Burnley is one of two new action areas within Lancashire and the specialist prosecutor will be establishing close working relationships with the relevant crime and disorder reduction partnerships, and with Burnley council's community safety department to determine how the CPS can contribute more to reducing antisocial behaviour in the area.

Mr. Pike: To ask the Secretary of State for Health how many people were registered for NHS dental services in Burnley in each year since 1997; and if he will make a statement. [219495] Ms Rosie Winterton: The information is not available in the format requested. However, the figures for registrations for national health service dental services in the Burnley, Pendle and Rossendale primary care trust (PCT) area since September 1997 are shown in the table. _________________________________________________________________________________________________. Number of people registered 1997 142,493 1998 127,786 1999 126,366 2000 122,466 2001 96,813 2002 94,073 2003 96,361 2004 97,181 _________________________________________________________________________________________________. The drop in registrations between 1997 and 2004 is mostly attributable to the reduction in the re-registration period for patients from two years to 15 months. The figures also exclude patients treated in dental access centres (DACs) who are not registered. In 2004, there were some 375,000 episodes of treatment in the 48 DACs then in operation in England. During 2004, there was a large switch to personal dental services (PDS) in the PCT area. For patient registrations (or for where registration does not apply, patients seen in the past 15 months), the PDS number rose from 1,900 at the end of December 2003 to 47,200 at the end of December 2004. The Government remain determined to improve access to NHS dentistry and has introduced a number of initiatives which will help bring about improvements nationally and more locally. PCT funding for dentistry will increase by 19.3 per cent., from 2003-04 to 2005-06. Consequently, over £250 million of additional resources will be provided by 2005-06. A NHS support team has been created to work with those PCTs which are experiencing most difficulty in terms of access. PCTs across East Lancashire, including Burnley, Pendle and Rossendale are benefiting from the efforts of the support team. The Burnley, Pendle and Rossendale PCT has so far received £540,000 recurrently from the support team. £28,000 has also been provided to the PCT as part of the dental access moneys provided to the Cumbria and Lancashire strategic health authority (SHA). The PCT has facilitated some dental access sessions as part of the work of the four PDS schemes in the area. The PCT also has robust plans in place, which will also help to improve access levels over the next three years resulting in an additional 32,000 places for patients on dental lists. Although the PCT has so far not recruited any international dentists, it is participating in the SHA- wide scheme which is working towards boosting recruitment from this source.

Mr. Pike: To ask the Secretary of State for International Development what programmes the Government are considering planning to assist in Bangladesh; and if he will make a statement. [218496] Hilary Benn: DFID's programme aid to Bangladesh in 2005-06 will be £125 million. Our programme priorities will be: Primary Education, Healthcare, Water and Sanitation, Livelihoods of the Poorest, Private Sector Development and Economic Infrastructure, Governance, and Disaster Preparedness and Climate Change. Examples of funding under our programme include: £25 million annually through the Government of Bangladesh's health programme to accelerate progress of the health Millennium Development Goals (MDGs) by strengthened infrastructure and management and by supporting essential health services such as HIV prevention and control, TB, polio eradication and MMR. £100 million for the Government's Primary Education Development Programme (PEDP)-II for a period of six years from 2004, with a particular focus on girls education. £50 million for an eight-year livelihoods programme to benefit 6.5 million poorest and most vulnerable people living on chars (sand islands) in the river areas in northern Bangladesh. £54 million over five years for the Government's State-owned Enterprise Reform Programme jointly funded by the World Bank to help reduce the Government's fiscal deficit and help free up resources for poverty reduction programmes. £36 million to support road maintenance to allow better access for the poor to markets. £25 million together with Royal Netherlands embassy for financial management reform in the Ministry of Finance. $13 million (£8 million) together with the United Nations Development Programme to the Government of Bangladesh programme to improve the performance and professionalism of the police force.
