Rachel Squire: To ask the Secretary of State for Environment, Food and Rural Affairs if she will make a statement on progress in establishing a committee on Radioactive Waste Management. [122611] Margaret Beckett :[holding answer 2 July 2003]: I have today, along with the Environment Ministers for Scotland, Wales and Northern Ireland, appointed Katharine Bryan as Chair of the new Committee on Radioactive Waste Management, CoRWM. Her task will be to lead CoRWM in recommending how the UK should manage its most highly radioactive waste and keep it safe for many thousands of years. Together, we shall receive CoRWM's recommendations and around 2006, we shall decide how these should be implemented to secure the best outcome for the UK as a whole. In September 2001, we invited comments on our proposed programme, Managing Radioactive Waste Safely. As we said, a substantial legacy of solid radioactive waste is being stored, awaiting a decision on how best to manage it for many thousands of years while radioactivity falls to safe levels. Even if no new nuclear plants are built, around 500,000 tonnes of waste will arise over the next century as existing plants are shut down and cleaned up. We proposed a rigorous and public review of alternative options, including underground disposal and surface storage. We proposed a new independent body to advise us when enough information had been gathered to decide the best option or combination of options. There was general support for this approach. We advertised for CoRWM in March 2003. We received over 400 applications. We have begun by appointing the Chair who will help us identify the best team. We shall now interview and appoint the remaining members so that CoRWM is up and running by October 2003. CoRWM's terms of reference require it, among other things, to aim to make its recommendations no later than the end of 2005; to prepare a work programme that will enable it to do this; to send this to us for agreement at an early stage; to meet us every six months; and to make an annual progress report which we can place before Parliament. Its review of options must be carried out in an open, transparent and inclusive manner; to inspire public confidence in the way in which it works, in order to secure such confidence in its eventual recommendations; and so to ensure the long-term safety of the UK's radioactive wastes. I am confident that Katharine will lead the Committee and the review very effectively. I shall make an announcement when the rest of CoRWM is appointed and it is ready to start work. With this important step forward in the process for deciding future policy for the long-term management of the UK's radioactive waste, Government have been giving consideration to the future of United Kingdom Nirex Ltd. (Nirex). As well as undertaking important work on standards for the conditioning and packagng of radioactive waste, the company has extensive knowledge of some of the potential options for radioative waste mangement to be considered by CoRWM. It is very important that Nirex stands ready, along with others, to help CoRWM reach its view and inform policy decisions. It is important also that the company can do this from a position where it is, and can be seen to be independent of industry. The Government will consult Nirex shareholders on the best way of making Nirex independent of industry and under greater Government control, and our aim is to establish and announce the appropriate way forward by autumn of this year.

Rachel Squire: To ask the Secretary of State for Health what steps he is taking to tackle the shortage of qualified neurologists; and what targets he has set to reduce waiting times in neurology. [121464] Mr. Hutton: [holding answer 26 June 2003]: There have been significant increases in neurologist numbers in recent years and there are more planned. The overall expansion in consultant numbers set out in the NHS Plan should have positive implications for neurology recruitment. As at 31 March 2002, there were 372 consultants in neurology, which means that since September 1997, numbers increased by 34 per cent. We are working towards increasing these numbers further. The long-term conditions care group workforce team covers the national service frameworks (NSFs) for diabetes, renal and long-term conditions, including neurological conditions. It brings together, in relevant workforce groups, key stakeholders, including patients, to lead on strategies for building a flexible workforce to deliver the NSFs. It is the first time that workforce planning has been carried out in this manner. This approach will support the development of the workforce and enable the national health service to grow the right number of workers, with the right skills, in the right place at the right time. Membership of the long-term conditions workforce group includes representatives of the Neurological Alliance and the North West Clinical Neuroscience Partnership. Targets were set to reduce out-patients waits to 21 weeks by April 2003 and there are further targets to reduce waits to 16 weeks by 1 April 2004. People with neurological conditions stand to benefit from these reductions in waiting times.

Rachel Squire: To ask the Secretary of State for Defence (1) what estimate he has made of the (a) housing, (b) career development and (c) personal development costs pertaining to each DSTL employee at Rosyth who is being required to relocate; [114574] (2) if he will make a statement on the relocation costs of moving Rosyth DSTL staff to Porton Down; [114575] (3) what estimate he has made of the cost of recruiting and training replacement staff for DSTL staff at Rosyth who are unable or unwilling to relocate to Porton Down; [114576] (4) what the fixed limit is on the assured tenancy of DSTL at Rosyth. [114577] Dr. Moonie: [holding answer 21 May 2003]: At present, Defence Science and Technology Laboratory (DSTL) staff are spread over 15 sites across the United Kingdom. Continuing with this level of dispersion will ultimately degrade DSTL's effectiveness and long-term viability. The split of the former Defence Evaluation and Research Agency has resulted in DSTL being left with many capabilities that are supported by small teams or individuals. If we are to preserve and develop these capabilities effectively then we need a degree of consolidation to exploit their synergies, achieve critical mass and sustain their technical excellence. We also know that, despite everything that information technology can do, there are enormous gains in communication and knowledge-sharing when people actually work together in the same or adjoining buildings. In addition, career development is much easier when people do not have to uproot themselves simply in order to work in a different technical area. Additionally, there are financial considerations. As a Government agency, DSTL is publicly accountable for how it uses taxpayers' assets and money. In anything but the short term the additional costs imposed by the current level of dispersion are considerable. These costs will inevitably divert funds from more productive uses in maintaining and developing facilities and delivering better quality science for the Ministry of Defence. To address these issues, DSTL intends to move its staff onto three core sites at Fort Halstead, Porton Down and Portsdown Main. This was announced in July 2002 and hon. Members whose constituencies were affected were written to at the time explaining this decision. The site rationalisation plan commenced in August 2002 and it is intended to be completed by late 2006. It will involve the relocation of approximately 1,600 staff during this timeframe. The moves will ultimately reduce the fragmentation of the science and technology base of DSTL, bringing together like capabilities and reducing overheads and duplication of support functions in the organisation. This will ensure that DSTL can sustain long-term capability whilst providing an improved career structure for staff. While there is a possible risk that relocation will have a short- term impact that could affect capability in some areas, any effects will be more than outweighed by the significant long-term advantages these changes will produce. The relocation of the four staff currently employed at DSTL Dunfermline is part of the DSTL site rationalisation plan. The investment appraisal conducted by DSTL to support the site rationalisation plan was independently reviewed and agreed by the MOD Senior Economic Adviser. This work considered both the costs of re-provision of facilities and staff transfer. Staff will be eligible for support under the DSTL relocation procedures and the specific application of the procedures will be discussed on an individual basis taking into account personal commitments. The costs associated with the housing of staff who intend to relocate to the core DSTL sites will depend on the personal circumstances of the individuals but the organisation estimates an average cost of £27,000. DSTL uses the planned goals and objectives of the laboratory to identify the career and personal development requirements for its staff. The career aspirations and personal development needs are obviously specific to individuals and determined by their own personal development plans and all staff in the organisation, regardless of their location, are given equal opportunity to undertake appropriate training and development to deliver the organisation's objectives. Costs for career and personal development are not determined on a per capita basis and depend on the individual's training and development needs. DSTL always looks to develop the talents and capabilities of its current staff and would look to existing staff to fill any vacancies created by the loss of DSTL Dunfermline staff from within the organisation. DSTL does not therefore envisage a significant increase in such costs attributable to their relocation plans. It currently has a relatively low annual turnover of staff and has an effective recruitment and training strategy, recruiting over 100 science graduates each year. Two of the four members of staff based at DSTL Dunfermline are within five years of normal retirement and succession plans and the associated costs to train staff to replace them are required regardless of any individual's intention to relocate. Finally, it has to be recognised that as a result of the split of DERA some moves are unavoidable. On those sites owned by QinetiQ, DSTL only has assured tenancy for a fixed period. Rather than embarking on a number of relocations as each lease expires that would place the organisation into a long-running series of moves, which would cause continuing disruption to staff and delay the benefits arising from rationalisation, it has been decided that a single plan that covers all sites should be adopted. The current lease at DSTL Dunfermline is for a period of five years, ending 12 August 2006. However the other members of their technical group, which is currently based in Farnborough, will be relocating to Porton Down in the final quarter of 2003 and the intention is to consolidate the technical team at Porton Down as soon as is practicable.
