HUMAN RIGHTS IN COLOMBIA

That this House expresses grave concern about reports by international human rights organisations, including Amnesty International, WOLA, Americas Watch, CIIR, etc about the level of political assassinations in Colombia, amounting to an average of eleven per day and the fact that the state security forces are implicated in at least 75 per cent. of those killings; deplores the lack of political will by the Colombian Government to prosecute in civilian courts all those members of the army and police forces who are implicated in human rights violations; deplores the British Government policy of giving aid to the Colombian military forces; calls on the Prime Minister to stop such aid at least until real political will is demonstrated by the Colombian authorities to stop such impunity and to respect the human rights of the people of Colombia; and, recognising the need for a United Nations permanent human rights reporter to Colombia, supports the call by Colombian human rights organisations for such action at the next session of the United Nations.
