That this House congratulates the Russian Parliament on ratifying the Kyoto Agreement; recognises this as an extremely positive step towards reducing emissions that are harmful to the atmosphere; is disappointed that the United States has not done likewise; and looks forward to this omission being rectified following the November presidential elections.
