THE EC ,TURKEY AND CYPRUS

That this House welcomes and encourages the constitutional and other reforms which the Turkish government are carrying through to improve their record on human rights and democratic structures; notes however that a Turkish army of occupation still controls 37 per cent. of the island of Cyprus; urges the Secretary of State for Foreign and Commonwealth Affairs, when he chairs the EC/Turkey Association on 9th November, to make it unambiguously clear to the government of Turkey that any development or strengthening of EC/Turkey links, and in particular the release of the fourth financial protocol, is inextricably linked with the removal of Turkish troops from Cyprus, and to a just and lasting solution of the problem of Cyprus.

leave out from 'army' to end and add 'in accordance with the 1960 Treaty of Guarantee intervened to prevent a massacre of the Turkish Cypriot population under the dictatorship of Nikos Sampson after his overthrow of President Makarios; notes that Mr Vassiliou has stated that the Turkish Cypriot and Greek Cypriot communities are politically equal; and therefore urges a settlement of the Cyprus problem which is fair and just to both communities, which would strengthen EC and Turkish links.'
