To ask the Secretary of State for the Home Department with reference to the written ministerial statement of 25 November 2008, Official Report, column 67WS, on the departmental expenditure limit 2008-09, what the reasons were for the reprofiling of £48 million expenditure for the Office for Security and Counter Terrorism programme from 2008-09 to 2009-10.
