If he will instruct the Salmon Advisory Committee to make an assessment of criteria for sufficient salmon returning to spawn in Scottish rivers and to draft guidelines for the proper management of net fisheries in rivers and estuaries and publish that information for the guidance of all concerned with the implementation of section 39 of the Salmon Act 1986.
