Question

Whether, in the light of the remarks by the United States National Security Adviser to the President that the United States armed forces' attack on Baghdad in retaliation to the alleged intended attack on the life of ex-President Bush carried a "lesson" for other governments, HMG will ensure that no further unilaterally determined attacks by any country, except in the cases of bona fide self defence, are given retrospective approval by the United Nations Security Council. - We are not aware of any cases in which the Security Council has retrospectively approved a use of force in breach of the provisions of the United Nations Charter.
