Mr. Milburn: To ask the Secretary of State for Health what (a) guidelines and (b) other advice has been issued to (i) NHS bodies and (ii) other organisations regarding the use of the private finance initiative. [9082] Mr. Horam: Current guidelines and advice on the private finance initiative issued by the national health service executive are as follows: "The Capital Investment Manual" (HMSO 1994), "Private Finance and Capital Investment Projects", (HSG(95)15), "Information Management and Technology (IM&T) Procurement and Private Finance" (HSG(95)48). Copies of these publications are available in the Library. It is not part of our responsibility to issue guidelines or advice on private finance to other organisations. Guidelines issued by the Treasury on private finance matters across the public service, including the NHS, is a matter for my right hon. and learned Friend the Chancellor of the Exchequer.
