Mr. Nicholas Winterton: To ask the Chancellor of the Exchequer what representations he has received urging him to introduce a progressive beer duty. [35516] Dawn Primarolo: The Society of Independent Brewers (SIBA) is a trade association which represents the smaller breweries. SIBA sent a detailed representation about the introduction of a progressive rate of duty to me on 9 March 1998. I have also received a number of letters from SIBA members urging me to consider SIBA's proposals and I have agreed to do so.
