Question: To ask the Secretary of State for the Home Department, how many prosecutions there were in (a) 1998, (b) 1993 and (c) 1988 under Regulation 103 of the Motor Vehicle (Construction and Use) Regulation 1986 relating to obstruction of a footpath by a motor vehicle; and what the breakdown was in each year by police authority in England. - This offence cannot be distinguished from other offences of obstruction, waiting and parking in the statistics collected centrally.
