- To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his Answer of 14th May, Official Report, column 547W, on Lockerbie, whether the UN Secretary General sent (a) Professor Hans Koechler and (b) other representatives of the Internal Progress Organisation to observe the Scottish Court in the Netherlands.

Mr. Dalyell: To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 14 May 2002, Official Report, column 547W, on Lockerbie, whether the UN Secretary General sent (a) Professor Hans Koechler and (b) other representatives of the Internal Progress Organisation to observe the Scottish Court in the Netherlands. [57497] Mr. Bradshaw: No. The United Nations Secretary General advised a number of non-governmental organisations of the opportunity to observe the appeal hearings. The International Progress Organisation took advantage of this opportunity. But its participation was neither requested nor funded by the United Nations. The United Nations did not ask Professor Koechler or any other members of the International Progress Organisation to report back.
