- From whom advice was sought regarding cost of help likely to be needed by HIV-infected haemophiliacs & their families before figure of #20,000 for an individual lump sum payment was decided upon; & what advice was given; to introduce legislation to ensure that lump sum payment does not affect receipt of social security payments & legal aid & what advice was given by Charity Commissioners regarding legality of Macfarlane trust giving equal lump sum payments to all HIV-infected haemophiliacs.
