What action they are taking together with other governments and international organisations to ensure that refugees and displaced people from Kosovo who are members of minority ethnic groups such as the Roma, Ashkalia and Serbs are not directly or indirectly encouraged to return to Kosovo without understanding the reality of the situation which awaits them; and that their return is genuinely voluntary, co-ordinated with the authorities on the spot, and effectively related to the security situation and to the economic and social capacity to absorb returnees with meaningful prospect of a decent lifestyle; and what action they are taking to discourage their return during the winter months.
