Merchant Shipping (Pollution) Bill [HL]
My Lords, as far as that is concerned, I think that the Spanish and French Governments have met the remaining 85 per cent. Is that right? It is totally unsatisfactory that it should be left to the two governments to bail out the difficulties which have arisen.
