Proceeding contribution from Lord Swinfen (Conservative) in the House of Lords on Tuesday, 28 June 2005. It occurred during Debate on bill and Committee of the Whole House (HL) on Charities Bill [HL].
Charities Bill [HL]
The Bill as it stands is right:"““The Commission may from time to time revise any guidance issued””." Under the noble Lord’s amendment, the Bill would read:"““The Commission must from time to time””." How often is time to time? Is it on a monthly or annual basis, or every 10 or 20 years? Putting in ““must”” does not change the meaning of the subsection at all unless a time limit is included.
