The fact that one would be saving six pages gives the lie to the notion that the Government’s approach is more user friendly. I also applaud the fact that a right of appeal would be given under these amendments for unreasonable delay on the part of the commission. I moved an amendment to that effect separately at the previous Committee stage, and I think that it is worthy of a place in this part of the Bill. Unless there are some aspects to the debate that have so far avoided me, I am certainly inclined to support what the noble Lord, Lord Hodgson, proposes.
