My Lords, what is meant in Amendment No. 31 by ““any other person””? The amendment allows rules to be promulgated conferring discretion on,"““(a) the Tribunal, . . . (b) a member of the Tribunal, or . . . (c) any other person””." That cannot mean the man in the moon. What does it mean?
