Transport (Wales) Bill

Far be it for me to defend the Minister or anyone else but, if memory serves, I seem to recall that those powers are to be used when local voluntary arrangements have broken down or are not working satisfactorily rather than being something that the Welsh Assembly would use as a matter of course.
