Proceeding contribution from Lord Livsey of Talgarth (Liberal Democrat) in the House of Lords on Tuesday, 25 October 2005. It occurred during Debate on bill and Committee proceeding on Commons Bill [HL].

Commons Bill [HL]

I propose Amendment No. 6. It is the first amendment that I propose, and I thank the Minister and his staff for the kind co-operation that we have received in briefing for the Bill. We wish that:"““Information to be included in subsection (5)(a) . . . shall include a register of grazing rights where an owner has sub-let his own grazing rights””." That would provide more information about where the grazing rights lie so far as the commons association is concerned, and also about any grazing rights sublet by the owner. We wish that to become mandatory, because it really is part of the whole picture.
