My Lords, in making that generous offer, I hope that the Minister is not implying that I do not have the Explanatory Memorandum to hand and have not studied it closely. He will note that, as is the case with practically every explanatory note explaining an order, it uses almost explicitly the language of the order itself and frequently seeks to explain by reference to it.
