Proceeding contribution from Lord Swinfen (Conservative) in the House of Lords on Tuesday, 8 November 2005. It occurred during Debate on bill on Charities Bill [HL].
Charities Bill [HL]
My Lords, the noble Lord said that I had agreed with him that some £20 million had been secured, and he said that some £19 million had been secured with the KICC charity. But the noble Lord does not seem to have taken on board that the vast majority of that amount were the assets of the charity in the form of property, which was not in any danger. I understand that the problem was that the person running the charity had paid himself some £200,000 and that arrangements were being made for him to repay that in any case. The amount spent on the whole exercise was exhorbitant. I am glad that the Minister said that the receivers and managers were paid out of income, as laid down by the Charities Act 1993, as I said. Most of the income of charities is in the form of donations. Am I not right in thinking that charities have to use donations for the purpose for which they are given? The noble Lord, Lord Phillips of Sudbury, is shaking his head, so I may be wrong.
