Proceeding contribution from David Heath (Liberal Democrat) in the House of Commons on Thursday, 3 November 2005. It occurred during Debate on bill and Committee of the Whole House (HC) on Terrorism Bill.
Terrorism Bill
My fear is that this is a rather academic argument. [Hon. Members: ββIt is very serious.ββ] It is serious because it appears that the police do not need these provisions to arrest someone approaching the fence. Experience outside RAF Fairford in Gloucestershire shows that people can be arrested under previous terrorism legislation simply for wandering around outside a designated area.
