Proceeding contribution from Lord Bach (Labour) in the House of Lords on Wednesday, 9 November 2005. It occurred during Debate on bill and Committee proceeding on Commons Bill [HL].
Commons Bill [HL]
How are the commoners or the landowners expected to enforce any rules there might be? The law is already on their side. If they are wise, they will probably not seek to enforce the law; rather, they will call the local constabulary, even if it is 30 miles away, to enforce the criminal law, which is being breached.
