I add my voice to those who have raised concerns about Clause 31(2)(c) and (d). I am especially exercised by paragraph (d) concerning the acquisition and disposal of land. As I mentioned at Second Reading, I see that as one of the key ingredients for making trouble for commons associations, bearing in mind that a commons association can be set up by a minority of commoners or those with interests in the land. For them to have the power to acquire and dispose of land raises serious concerns. I hope that the Government will be able to explain exactly what they have in mind under the clause.
