But it is not an obligation. When one is setting a framework in a piece of legislation, it is wise, if at all possible, to cover certain unusual circumstances that may occur. The Bill would enable an association, in certain circumstances, to raise money. Noble Lords now appear to envisage associations going to slightly incompetent bank managers to raise a lot of money. That is certainly not the intention.
