Commissioner for Older People (Wales) Bill [HL]

I am sure that the Minister is glad to hear that. Nevertheless, the Bill gave rise to a significant comment from that committee. I am sure that similar comments will arise again in due course. We are involved with several Henry VIII powers and the use of framework legislation, and we are all aware that the issues connected to the use of such power and the provision of such legislation will arise again, when we consider the Government’s White Paper, Better Governance for Wales, and the legislation that will arise from it. The Minister might like to explain on this occasion why so much of the content of the Bill has been left to secondary legislation. He has heard many adverse comments in the Committee, and I am sure that he will hear more on the Floor of the House. I invite him to put forward some kind of justification for the extensive use of secondary legislative powers in the Bill.
