moved Amendment No. 54:"Page 4, line 7, leave out ““services are provided in Wales”” and insert ““relevant services (within the meaning of subsection (4)) are provided””" The noble Lord said: In moving Amendment No. 54, I shall also speak to government Amendments Nos. 56 and 57. Amendments Nos. 54 and 57 will enable the commissioner to review and monitor arrangements made by a Schedule 3 body for advocacy, whistle-blowing and complaints where a Welsh body places an older person for care or treatment in England. Where services are provided on behalf of or under arrangements with a Schedule 3 body, such as a local bus service, it is the Government’s intention that the commissioner should be able to review and monitor only arrangements relating to a service provided in Wales. Amendment No. 56 is intended to make that clear. It ensures that, where services are provided on behalf of a Schedule 3 body, the commissioner’s power to review and monitor arrangements extends only to arrangements of those providing services in Wales.
