There is no doubt that there are problems outside Wales when no services exist within Wales. I understand why the Minister is tabling the amendments, and there is no doubt that they tidy up the situation, but there are problems that will have to be addressed in future. I am sure that the Assembly will be well aware of those problems and will bring them to the fore. On Question, amendment agreed to. [Amendment No. 55 not moved.]
