moved Amendment No. 70:"Page 5, line 24, at end insert ““, and may prescribe the conditions which may be imposed on giving that assistance””" The noble Lord said: The amendment follows on from the more general debate that we have just had and the question of whether the commissioner should have retrospective powers. It highlights a particular concern expressed by the Law Society. By moving the amendment, we hope to get more detail recorded in Hansard about the conditions that may be imposed on any assistance that the commissioner may give. Will the conditions be different, if they refer to cases involving dead citizens, as opposed to those who have moved out of Wales? How limited will the assistance be? Can the commissioner be held responsible if he does not fulfil his obligations to assist the parties in question or if they feel that he has not done enough? If so, what are the procedures by which they can hold him to account or, for that matter, the procedures by which the commissioner can hold the parties to account if they fail to meet the conditions with which his assistance comes? I know that they are detailed questions, but they are the kind of questions that arise in this context. I hope that the Minister can inform the Committee further on some of those issues.
