moved Amendment No. 71:"Page 5, line 29, at end insert—" ““(   )   in making a complaint or representation to or in respect of a person mentioned in Schedule 3, in relation to anything done or omitted to be done by that person the effect of which is subject to review under section 3;”” The noble Lord said: I gave notice at Second Reading that the Government intended to table amendments to the Bill to reflect its policy on cross-border placements. The Welsh Affairs Committee in the other place brought to our attention a particular discrepancy within the clause on assistance in respect of cross-border matters, and Amendments Nos. 71 to 77 seek to address that. Clause 8 provides for the commissioner to give assistance to an older person in Wales in making a complaint or representation to a listed body. The intention behind all these government amendments is to enable the commissioner to assist an older person who has been placed by a Welsh body for care, treatment or other services outside Wales in making a complaint specifically to that placing body.
