moved Amendment No. 86:"Page 7, line 25, at end insert ““and the United Kingdom Government””" The noble Lord said: The amendment again refers to cross-border issues. The United Kingdom Government should also be aware of guidance, which would be very helpful in these cross-border instances. I know that the Minister is probably weary of the controversy between devolved and non-devolved matters, but I hope that the Government will take this into serious consideration. When we received responses from organisations of all kinds in Wales—from so many town and other councils—they said time and again how essential it was that those matters that were non-devolved and caused most concern were also in the remit of the commissioner. Somehow or other, although I do not like to plead with the Minister, I ask him to look at the matter again. I know that he has certain guidelines that at the moment do not permit this, but the Government should seriously be able to meet the needs of all people, whatever their problems might be within the Principality.
