I am grateful for the Minister’s reply on Amendment No. 95, particularly as I judge from his remarks that the commissioner is empowered to publish his report. Obviously I shall have to re-read the Bill to spot the power, but I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendments Nos. 96 and 97 not moved.]
