We will consider what my noble friend has said, but our view at the moment is that such a suggestion could be seen as interfering with the independence of the commissioner, and we regard the independence of the commissioner as vital. However, we will have a look at what has been said and come back to this. On Question, amendment agreed to. Clause 15 [Restrictions]:
