How do we regard the question of size and what is significant? It seems to me that 200 square metres is about 20 metres by 10, which cannot be an awful lot bigger than this room. If so, is that really a significant piece of common land? But of course it may depend on the land’s importance. Some people may be trying to allow an exchange that will give them an extra yard on some activity they are pursuing. Is this what the noble Lord considers to be too large an area? If the area is reduced to 50 square metres, that is much smaller again.
