moved Amendment No. 75:"Page 9, line 4, leave out ““previously”” and insert ““immediately before the relevant date””" The noble Duke said: I am concerned that the word ““previously”” is non-specific. Would the Government support the registration of rights of common that had been extinguished by common law through alteration to the dominant tenement or even the reinstatement of rights which had not been in use for a number of years? If the Government cannot accept the amendment because they propose to allow reinstatement, we believe their intention should be expressed on the face of the Bill by some form of words qualifying or replacing the word ““previously””.
