I am grateful to the noble Lord for his reply but I fail to see the difference between the sale of common land and the sale of ordinary land. If an individual was selling an estate that was subjected to let, say, five farms, all with full tenancy rights, it would not be the normal practice to give the tenant farmers six weeks to object to the sale. As such, I do not see there is much difference between that and selling a common. Perhaps the noble Lord, Lord Livsey, has other ideas.
