I rise to speak to Amendment No. 113 standing in my name, and to that of my noble friend Lord Livsey, which address many similar points to those raised by the noble Duke. Both the noble Baroness, Lady Farrington, and the noble Lord, Lord Bach, have spoken this evening of the need to draw a line, when they were speaking in reply to my noble friend Lord Livsey. Unless we specify a time limit, particularly with regard to Schedule 2, the Government are probably failing to draw a line again in the way that they need to. Everyone needs a definite result from this, and to have some certainty. Drawing a specific time limit will focus everyone’s minds and give that certainty after that date that this matter will be resolved by then.
