Two amendments in this group are in my name—Amendments Nos. 93 and 93A. In terms of the debate and the arguments to be deployed, Amendment No. 93A should not be in this group. In fact, having given the amendment further consideration, I think that, even by my standards, it is flying a rather ambitious kite. Therefore, I do not intend to press Amendment No. 93A. As is the case with a number of the amendments that I have tabled, the purpose of Amendment No. 93 is to make the provisions of the Bill less restrictive for people who might want to apply for registration of commons and so on. If the Minister is advising me helpfully that my amendment is more restrictive than his, I shall take it away and consider it carefully. That seemed to be what he was saying earlier.
