Sadly, it does not. I was getting quite excited when I thought it did, and then the noble Lord came winging in on this particular provision and I got depressed. Wearing my hat as chancellor of the University of Essex, I can see that there is a substantial utility to be had. I would have thought that the spirit of this amendment is extremely beneficial. Maybe this is something that the Government could think about. There obviously needs to be a framework around it, some sort of protocol, which would apply to all academic applicants for information. It is too good a body of information to leave solely for the purposes in Clause 1. I wholly support it.
