Proceeding contribution from Lord Vaizey of Didcot (Conservative) in the House of Commons on Thursday, 15 December 2005. It occurred during Adjournment debate on Scientific Publications: Free for all?.
Scientific Publications: Free for all?
The hon. Member for Oxford, West and Abingdon (Dr. Harris) raised a conundrum. The difficulty is that if one goes for an open access system, the likelihood is that papers in this great new future are unlikely to have been peer reviewed. As the former Chairman, can the hon. Gentleman say whether the Committee made any estimate of the number of people who feel that they do not have access to the latest scientific research?
