Scientific Publications: Free for all?

I hate to disagree with you as soon as I rise to my feet, Mrs. Dean—it is a pleasure to welcome you to the Chair—but I should say that there are not enough doctors around. I refer of course to proper doctors, and not medical doctors such as myself. My hon. Friend the Member for Harrogate and Knaresborough (Mr. Willis) looks at me quizzically; proper doctors are those with PhDs, of whom there are thousands in my constituency. It is right, in the spirit of what the hon. Member for Wantage (Mr. Vaizey) said, to make that clear from the beginning. I wear two hats in this debate; as the Liberal Democrat Front-Bench spokesman on science and as a member of both the current Science and Technology Committee and the previous Committee, which conducted the inquiry.
